In 1991 a German punk called Tobi Blubb, also known as a university graduate information scientist of the name Tobias Breiner, published a book entitled "Panokratie" (Panocracy). This subcultural book (every chapter starts with a crazy cartoon image), written in an artful, almost endless series of puns of words, contains a lot of information besides actually introducing his utopia named Panocracy.

Im Jahr 1991 veröffentlichte ein Punk namens Tobi Blubb, auch bekannt als Diplom-Informatiker Tobias Breiner, ein Buch mit dem Titel "Panokratie". Dieses subkulturelle Buch (jedes Kapitel beginnt mit einem durchgeknallten Cartoonbild), geschrieben in einem einzigartigen humorvollen Stil reich an Wortspielereien, enthält viele Informationen neben der eigentlichen Vorstellung seiner Utopie namens Panokratie.

First of all there´s a lot of social criticism, including such topics like dualistic thinking (dividing the world in good and bad by arbitrary, mostly religious/cultural symbolism), mass media, religions, the instability of the market economy, means and intentions of education, violence and brutality, law vs justice/ethics, pharmaceutical industry, animal testing, manipulative language, results from car traffic (dangers/accident victims, pollution etc), nuclear power plants, environmental pollution, social psychology and so on. Also there is an explanation of the punk subculture, a lot of information on drugs (including a criticism of the role they play in politics by stunning the masses, pushing the violent crime´s rate, and increasing the cold-heartedness of many leaders), on hemp as a useful plant (many products made from petroleum today could in fact be made from hemp and other organic materials), on health and nutrition, several thoughts on language (including requirements for an auxiliary world language) and much more. Finally, there is a whole chapter featuring a world conspiracy theory (the Illuminati), which Tobi Blubb seems actually to have believed in when he wrote the book.

Zuerst zu erwähnen ist die umfangreiche Gesellschaftskritik, zu Themen wie dem dualistischen Denken (das die Welt auf Grundlage willkürlicher, oft religiöser/kultureller Symbolik in gut und böse einteilt), den Massenmedien, Religionen, der Instabilität der Marktwirtschaft, zu Methoden und Zielen der Bildung, zu Gewalt und Grausamkeit, Gesetz vs Gerechtigkeit/Ethik, der Pharmaindustrie, Tierversuchen, manipulativer Sprache, Auswirkungen des Autoverkehrs (Gefahren/Unfallopfer, Verschmutzung usw), Atomkraftwerken, Umweltverschmutzung, Soziopsychologie und so weiter. Daneben gibt es eine Erläuterung der Punk-Subkultur, sehr viele Informationen über Drogen (einschließlich einer Kritik an der Rolle, die sie in der Politik spielen, indem sie die Massen betäuben, die Zahl der Gewaltdelikte in die Höhe treiben und die Hartherzigkeit vieler Führer verstärken), über Hanf als Nutzpflanze (viele Produkte, die heute aus Erdöl hergestellt werden, könnten auch aus Hanf und anderen nachwachsenden Rohstoffen erzeugt werden), über Gesundheit und Ernährung, diverse Gedanken über Sprache (einschließlich der Voraussetzungen für eine Welthilfssprache) und vieles mehr. Und schließlich gibt es noch ein ganzes Kapitel zu einer Weltverschwörungstheorie (dem Illuminaten-Orden), an welche Tobi Blubb offenbar glaubte, als er das Buch schrieb.

In between of all this somewhat chaotic compilation of information (a form that one might like or not), Tobi Blubb explains his utopia, which contains many excellent concepts, so that it may serve as a good starting point into the practical side of Constructive Utopism. First I will discuss the parts of the book which do not directly deal with the utopia but are helpful to better understand it, and then I will assemble what constitutes Tobi Blubb´s Panocracy. For each topic I will first show TB´s view, and may then add my own comments, critique and further explanations or ideas.

Zwischen all diesen etwas chaotisch zusammengestellten Informationen (in einer Form, die man mag oder nicht) erklärt Tobi Blubb seine Utopie, die viele hervorragende Konzepte enthält, so daß sie als ein guter Einstiegspunkt in die praktische Seite des Konstruktiven Utopismus dienen kann. Zuerst werde ich auf jene Teile des Buches etwas näher eingehen, die mit der Utopie nicht direkt etwas zu tun haben, aber hilfreich sind, um sie besser zu verstehen, und dann werde ich zusammentragen, wie Tobi Blubbs Panokratie aussieht. Bei jedem Thema werde ich zuerst TBs Darstellung präsentieren, und dann gegebenenfalls meine eigenen Kommentare, Kritiken und weitere Erklärungen oder Ideen anfügen.

Panocracy is not the final solution to our task to find a constructive utopia, but an example that we will build on. Many thoughts and concepts of Tobi Blubb are near to the ideal, but the whole utopia needs a lot of refinement, add-ons and corrections from other concepts that we will explore in later chapters.

Die Panokratie ist nicht die schlußendliche Lösung für unsere Aufgabe, eine konstruktive Utopie zu finden, sondern lediglich ein Beispiel, auf dem wir aufbauen werden. Viele Gedanken und Konzepte Tobi Blubbs kommen dem Ideal bereits nahe, aber die gesamte Utopie benötigt noch einiges an Verfeinerungen, Ergänzungen und Korrekturen aus anderen Konzepten, die wir in späteren Kapiteln erforschen werden.
