Tobi Blubb describes Panocracy as his attempt to shape a modern political alternative to the existing systems, taking the ideas of various classical thinkers and utopists, adding present-day science knowledge to develop a much more realistic model for a society that is both up-governed and offers all comforts of high-technology.

The name he composed from the Greek components:

  • ´pan´ = everything
  • ´ana´ = upwards
  • ´kratein´ = to govern
    		• Tobi Blubb beschreibt die Panokratie als seinen Versuch, eine moderne politische Alternative zu den bestehenden Systemen zu formen, wobei er sich der Ideen verschiedener klassischer Denker und Utopisten bediente und sie um heutige wissenschaftliche Erkenntnisse erweiterte, um ein realistischeres Gesellschaftsmodell zu erhalten, das sowohl aufwärtsregiert ist als auch allen Komfort der Hochtechnologie bietet.

    Den Namen hat er aus den folgenden griechischen Komponenten gebildet:
